The Solutions Architect will provide support and act as member of the larger team to ensure architecture and integration coherence, as well as be delivering aspects of the solution. Some of the MVPs will be demonstrated during NATO exercises, while others may need expedited hardening and security testing and accreditation prior to prompt installation on NATO operational networks.
The main objective of this statement of work is to support and facilitate ACT Innovation Hub’s MVPs transition from MVP state to undergoing the requirements for testing by NCIA IV&V towards officially approved fielded software potentially releasable to NATO’s EDML.

Under the direction / guidance of the Point of Contact or delegated staff, the Solutions Architect will support the transition of MVPs to further stages.
Depending on the projects selected, this may include the following activities:

Getting a clear overview of the NATO/NCIA process of approving software
Translating software approval requirements to MVP requirements and design decisions
Designing and documenting a standardized procedure for the transition of MVPs to further stages
Assessing technical requirements and coordinating engineering efforts with ACT Innovation Hub Platform staff and NCIA NSF staff for transition of MVPs to further stages
Aligning ACT Innovation Hub, NCIA NSF, NCIA IV&V and potentially others behind the designed procedure for further transitioning.
The solution architect will be part of a team and will provide the service using an Agile and iterative approach during multiple sprints. Each sprint is planned for a duration of 3 weeks. The content and scope of each sprint will be agreed during the sprint-planning meeting.
Requirements:

The consultancy support for this service requires a software developer with the following qualifications:

The candidate has software development skills that will support different domains — Q, JISR, GEO, etc.
The candidate has experience and knowledge of modern software/hardware architectures, design patterns, key hardware/software technologies and technology paradigm shift.
The candidate is familiar with information system design tools and techniques.
The candidate has experience in modern Identity and Access Management solution patterns.
The candidate has experience working with teams embracing Agile DevSecOps principles, including CI/CD with relevant certifications.
The candidate has experience developing documentation on recommended technology solutions including research, cost analysis, risk information, and implementation strategy and is able to socialize and educate.
The candidate has an industry recognizable cloud solution architect certification (preferably AWS or Azure).
The candidate is familiar with architecture modelling standards (e.g. UML, Archimate, BPMN, ...) and has working experience with architecture tools (e.g. Enterprise Architect, Power Designer, Archi, ARIS, XMLSpy)
Fluent in English (written and Oral).
The candidate has a University degree in Computer Science or related field
The candidate has experience with and knowledge of Java and NodeJS/JavaScript
The candidate has relevant and recent experience in using development tools (e.g. GitLab, Jira, Azure DevOps)
The candidate has strong customer relationship skills, including negotiating complex and sensitive situations under pressure.
The candidate is able to speak and write fluent English since the service is conducted in English.
The candidate must have the nationality of one of the NATO nations.
The contractor will be required to provide the service off site. The contractor may be required to travel to NCI Agency, The Hague, the Netherlands
and other sites within NATO for completing these tasks.
