Job Description

Initiates cost, technical, and work force assessments for existing and emerging requirements and engages Service Lines and CSU elements and enablers for planning and prioritisation;

Plans and manages assigned projects and advises on technical aspects of service provision and leads all project management activities and teams in accordance with directives and processes and engages with external stakeholders;

Builds and maintains portfolio to plan, monitor, and control resources, revenue and capital costs against the project budget
and manage expectations of all project stakeholders;

Support risk management for the assigned projects, contractor management functions essential to the successful delivery of
capability and services;

Ensures adequate support and involvement, in conjunction with Operations & Exercise Service Line, and in the planning process for operations and exercises, engages customers and coordinates all activities of
CSU's assigned resources;

Ensures effective and efficient use of assigned resources;


Works with and maintains contact with the Service Owner for the assigned services in order to deliver the service in a timely, reliable and responsive manner;

Supports the appropriate Agency stakeholders in delivering modifications to existing services and/or delivering new services;

Develops and coordinates training plan for section personnel to develop a high level of technical
knowledge of assigned equipment, ensuring quality of service and continuity of technical skills;

Stays abreast of development in Service and Project Management methodologies/tools and technology developments relevant to the area of work;

Manages development of IT Service Continuity Management (ITSCM), Business Continuity and Disaster Recovery Plan(s);

Provides technical, managerial and policy advice to his/ her Branch Head;

Deputise for higher grade staff, when required;
Performs other duties as may be required.

A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 2 years post-related experience. Exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of

Experience in project management, typically (but not exclusively) involving the development and implementation of business processes to meet identified business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales and quality. [Ref: SFIA v3

Prior experience as a project manager, to include developing project plans, funding estimates, contracting requirements, plus the day-to-day directing of the project, preparing project reports, providing status of projects, and briefings to senior officials;

Experience in lifecycle support of Information Systems aimed at achieving effective system operation and deployment. Experience interpreting military operational and exercise requirements into Information Systems Requirements.

Desirable experience and education :

Knowledge of System Analysis principles to direct and guide Information Systems development. In-depth technical knowledge and experience in distributed Information Systems as they are applied to modern information management and Command and Control Information Systems. Technical knowledge of wide area networks and local area networks;

Experience in the specification and design of information systems, their components and architecture to meet defined business needs. Demonstrated experience specifying user/system interfaces and translating logical designs into physical designs taking account of target environment, performance requirements and existing systems.

Experience producing detailed designs and documents using required standards, methods and tools, including prototyping solutions where appropriate. [Ref: SFIA v3 2005:DESN, 921C Systems Development];

Post Graduate diploma in an IS engineering related subject;
Member of a recognized professional body or institution;
Prior experience working in an international environment comprising both military and civilian elements;
