Profile
The main objectives of this statement of work can be summarized as follows:

Successful delivery of NCOP training iterations at the NCI Academy in Oeiras and as Mobile Training Team events
Successful adaptation and updating of NCOP training material in accordance with new Increment 2 course as delivered by NCOP Business Area/System Contractor and the latest version of NCOP system updates available at the NCI Academy in Oeiras.
The training iteration preparation and delivery shall be carried out at the NCI Academy Oeiras location, and at NATO and National Headquarters, with the host authority providing the training environment and access to the NCOP application.

The portfolio of NCOP courses covered under this agreement are the following courses (which includes the supporting Course Control Documentation, course schedules, training materials and assessments), as defined in the NCI Academy Catalogue.

• A9047 – NCOP COP Manager
• A9048 – NCOP Combined User and COP Manager
• A9054 – NCOP Users in the NATO Command Structure

Each course delivery iteration shall include preparation and coordination, course delivery and end of training report on the course conduct, results, and recommendations for continuous improvement of the course.

The work shall be conducted offsite (e.g. at the Contractor’s premises), with travel to the Purchaser’s site in Oeiras (Portugal), Brussels/Mons (Belgium) or The Hague (Netherlands), for the orientation and delivery of course iterations. Some course delivery may occur at NATO or National customer’s locations in a Mobile Training Team (MTT) format.



Qualifications and Experience:
This work requires an NCOP instructor with the following qualifications and experience:
1. The candidate has a NATO SECRET security clearance, provided by the national security organization valid at the time of submission of the bid and covering the period
of the contract
2. Fluent in English and must be able to read and write technical and user documentation.
3. Advanced knowledge of NCOP Increment 1 system, including NCOP course qualification up to COP MANAGER in the NCOP training path and with in-depth experience of NCOP course delivery.



4. Deep knowledge and experience of NATO's doctrine and standards relevant to Common Operations
5. NATO CIS Technical Instructor or equivalent qualification.
6. Knowledge and experience with NATO Command Structure and NATO Force Structure
7. Experience with development of technical documentation, training materials and instructional aids
8. Experience working in an International environment with Military and Civilian elements.

Desirable qualifications and experience
1. Knowledge and experience with NCI Agency
2. Knowledge and experience with the NCI Academy
3. NATO CIS technical Course Developer or equivalent qualification.
4. Knowledge of and experience with other existing NATO C2 and Functional Services (MCCIS, LC2IS, INTEL FS, etc.)
