Introduction:

NATO is undergoing a major adaptation of its overall approach to Digital transformation. As part of its mandate, the NATO Chief Information Officer (CIO) is overseeing the coherence of the NATO Enterprise ICT1 capabilities and services, and is the single point of authority (SPA) for cybersecurity. The NATO CIO is responsible for developing an Enterprise approach to Digital transformation and NATO capability delivery. This includes significant interaction with executive stakeholders, both military and civilian, required to oversee the NATO Enterprise coherence and cybersecurity efforts.

As part of its mandate, the NATO Office of the CIO (OCIO) needs to execute and enforce the role of Enterprise coherence, which includes the assessment and oversight, as well as implementation of Enterprise wide capabilities and initiatives related to driving towards NATO 2030.

Duties:

The contractor will effectively and efficiently and with minimal supervision, provide the following services, with a special focus on Information and Data Management as well as Data Centric Security Management:

The expert on Information and Data Management will be working with a highly skilled team composed of both technical and senior management staff, and will need to be able to successfully integrate in an environment composed of military and civilian stakeholders, including senior managers and decision-makers.

In details the Information and Data Management expert will be supporting the following work-packages:

Drafting the Information Management Implementation Roadmap at Enterprise level and assist in aligning it with the Data Centric Security Implementation efforts at NATO Enterprise level.

o Deliver draft plans, activities, work strands and implementation guidance on Information Management Implementation Roadmap at Enterprise level and assist in revising the DCS IP as required.



Assist the OCIO in IKM; develop a report and possible roadmap on the cybersecurity IKM requirements for the NATO Enterprise through maintenance of the documentation framework;

o Measurement: Deliver the revision of the NATO Information Management documentation framework as required.



Develop plans, activities and work strands for delivering the master data approach at Enterprise scope, and extend the Master Data initiative at NATO Enterprise level to support Alliance scope including NATO Data Catalogue.

o Deliver plans, activities and work strands on the master data approach at Enterprise scope, and extend the Master Data initiative at NATO Enterprise level to support Alliance scope including NATO Data Catalogue according to the Information Management Implementation Roadmap milestones.



Identify the gaps in Information Management policies, directives or guidance, in support of NIMA Governance processes. This includes the review of the ‘NATO Enterprise Naming Directive for ICT Services.

o Measurement: Revision of the directive to support IT Modernisation Programme as required



Update the NATO IM Plan guidance and template to direct and harmonize the development of IM Plans in NATO and in NATO missions;

o Measurement: Updating of the NATO IM Plan guidance and template as required.



Report on the performance of information systems and IM processes including functional gaps and ineffectiveness that will be outlined as result of IM Capability Maturity Model (CMM) execution;

o Measurement: Deliver a report on the performance of information systems and IM processes including functional gaps and ineffectiveness that will be outlined as result of IM Capability Maturity Model (CMM) execution.



Contribute to the Data Exploitation Framework implementation;

o Measurement: Feedback delivered following official deadlines on tasks in the Interim Data Exploitation Advisory Group (iDEAG) and related tasks following iDEAG Terms of Reference and the Data Exploitation Strategic Plan as directed.



Identify and report on the measures for the exchange of information across and within NATO Enterprise organisational boundaries, both internal and external;

o Measurement: Through the work in Federated Mission Network (FMN), Spiral 5 Specifications, identify and document the measures for exchange of information across and within NATO Enterprise organisational boundaries, both internal and external as required.



Provide advice and contribute to the development of an IS IKM concept.

o Measurement: Advise and feedback delivered following official deadlines on the development of an IS IKM concept as directed.



Provide support to unforeseen urgent requirements as necessary.

o Measurement: Support as necessary.



Requirements:

The Information and Data Management expert will possess the following qualifications:

University degree at a internationally recognised/certified University in a related discipline and at least 7 years post related experience;
Extensive knowledge and experience in IT on IKM related tools.
Experience working in large organizations, either military or civilian;
Knowledge and multiyear experience with organizing, managing and supporting various (international) operations, activities, units or projects related to defence, security and ICT;
Experience within NATO dealing with Data Centric Security and related elements, project implementation and standards, including exposure to NATO;
Experience within NATO dealing with ICT project implementation and standards, including exposure to NATO;
Knowledge and experience working on SharePoint and Enterprise Template Portal solutions.
Knowledge and experience in development of Metadata labelling and harmonization tools.
Development and execution of Information Management Capability Maturity Model (IM CMM).
Updating and executing Information Management Strategic Plan.
Production of NATO Policy, Directives, standards and standard related documents (SRD).
Advanced user level knowledge of Excel, Word, Powerpoint and Sharepoint is a must.
Strong and documented knowledge of the English language, both written (including the ability to draft and redact papers in complete autonomy) and spoken is essential.
