Introduction:

NATO is undergoing a major adaptation of its overall approach to Digital transformation. As part of its mandate, the NATO Chief Information Officer (CIO) is overseeing the coherence of the NATO Enterprise ICT1 capabilities and services, and is the single point of authority (SPA) for cybersecurity. The NATO CIO is responsible for developing an Enterprise approach to Digital transformation and NATO capability delivery. This includes significant interaction with executive stakeholders, both military and civilian, required to oversee the NATO Enterprise coherence and cybersecurity efforts.

As part of its mandate, the NATO Office of the CIO (OCIO) needs to execute and enforce the role of Enterprise coherence, which includes the assessment and oversight, as well as implementation of Enterprise wide capabilities and initiatives related to driving towards NATO 2030.

Duties:

The contractor will effectively and efficiently and with minimal supervision, provide the following services, with a special focus on Data Management and Data Exploitation:

Development of a NATO Data Quality Framework by supporting the implementation of Data Exploitation Framework Policy data principles by developing the framework for assessing, managing and improving data quality;

o Measurement: Deliver a NATO Data Quality Framework for assessing, managing and improving data quality by Q4 2023;

Develop plans, activities and work strands for delivering the master data approach at Enterprise scope, and extend the Master Data initiative at NATO Enterprise level to support Alliance scope including NATO Data Catalogue.

o Deliver plans, activities and work strands on the master data approach at Enterprise scope, and extend the Master Data initiative at NATO Enterprise level to support Alliance scope including NATO Data Catalogue by Q4 2023.



Analyse, identify and report on the measures for the exchange of data and information across and within NATO Enterprise organizational boundaries, both internal and external.

Through the work in Data Exploitation Framework, the contractor will identify the gaps in data policies, directives or guidance’s related to data.

o Deliver report on gaps in data policies, directives or guidance’s related to data by Q3 2023.



Deliver support;

on the implementation of the NATO Core Data Framework (NCDF) semantic reference model and master data approach (at the Enterprise scope);
on the provision of governance over Cloud-based data architecture for NATO;
on the revision of data related policies;
on Data Management and data initiatives in NATO Enterprise;
on unforeseen urgent requirements as necessary.
o Measurement: Deliver periodic status reports on weekly/monthly basis.



Requirements:

Possess a university degree in an related discipline, i.e: IT, Data Management, Information Management, Big Data;
Knowledge and minimum 5 year experience with organizing and supporting various (international) operations, activities, units or projects related to defence, security and ICT;
At least 5 years of experience and extensive knowledge on Data Exploitation, Data and Information Management and establishing of Data Catalogue solutions;
Experience working in large organizations, either military or civilian;
Knowledge and multiyear experience with organizing, managing and supporting various (international) activities, units or projects related to defence, security and ICT;
Experience within NATO dealing with ICT project implementation and standards, including exposure to NATO;
Knowledge and experience working on SharePoint and Portal solutions;
Possess excellent verbal and written communication skills;
Have advanced knowledge of MS Office Suit;
Have experience in delivering successfully any Enterprise wide IT system within an organisation.
